No candidate for an elected office of the United States shall accept or solicit campaign funds or payments in kind except individually, from those citizens of the United States eligible to vote for the office in question.

No candidate for an elected office of the United States shall accept or solicit a campaign contribution from any individual constituent in excess of forty hours' wages at the minimum legal rate, or in excess of one hundred dollars if a minimum wage has not been set.

No candidate for an elected office of the United States shall contribute funds to her or his own election campaign in excess of what any other constituent of that office may contribute.

No candidate for an elected office of the United States shall accept or solicit campaign funds earlier than one year before the contested election.

Each candidate for elected office shall record the date, time, amount or kind, and donor of each and every campaign contribution as it is received and the date, time, amount and recipient of each and every disbursement of such funds at their disbursal and these records shall be kept readily available to every citizen of the United States.

Funds accepted, solicited, or disbursed for campaigns in other, subsidiary elections, such as elections to determine a political party's nominee for an elected office of the United States, shall be treated as are funds in the general election and each and every section of this article shall apply separately but equally to them.

No funds shall be accepted, solicited, or disbursed in pursuit of an elected office of the United States except as specified in this article, and any and all such funds left undisbursed after the election is decided shall be added to the general fund of the United States Treasury.

This amendment shall not be so construed as to limit in any way any individual's ability to meet his or her own personal expenses such as for food, clothing, transportation, or shelter.

The Congress shall have power to enforce this article by appropriate legislation but an individual found to be in violation of any of the above sections shall be imprisoned for at least a year and a day and for each contribution accepted or solicited in violation of the above sections be fined at least twice the amount of each such contribution.
