This is Conditional Votes Policy or CVP
This policy states that conditional votes are allowed. A user has the right to declare that if a condition is true in a specified subject then his/her vote is "this", otherwise if the condition is false his/her vote is "that".
The formal is:
if [condition] then [vote this] else [vote that]
