Wikipedia has an article on:

Somalia is country in transition. Political parties don't play a role. The president Abdullahi Yusuf Ahmed has been appointed by an interim-parliament formed in 2004, the Transitional Federal Parliament. This Transitional Federal Parliament has 275 members, with each of Somalia's four major clans getting 61 seats in the parliament, while an alliance of minority clans was awarded 31 seats. De facto the state is an anarchy with only loose governmental structures. Main groups were the two factions of the United Somali Congress, the Somali National Movement, the Somali Democratic Movement and the Somali Patriotic Movement.
