Washington, D.C. is the capital of the United States of America. Though not a state, it is granted electoral votes in presidential elections and a non-voting delegate to the House of Representatives. The delegate, however, is permitted to vote in House committees. The current delegate, since 1991, is Eleanor Holmes Norton.

There is legislation in the 109th Congress to provide the District of Columbia with full voting representation. (HR 2043)

Congress has direct jurisdiction over Washington, D.C., but often delegates these duties to locally elected officials, including a mayor and city council.
